At ROC, we believe technology should be a force multiplier for good. That belief is at the core of our newest partnership with DeliverFund, a nonprofit intelligence organization that’s redefining how human trafficking is fought in the United States.

Human trafficking is often described as a hidden crime. These criminals hide in plain sight, using online platforms and fragmented identities to exploit vulnerabilities and evade capture. DeliverFund exists to bring these criminals out of the shadows to face justice.

Their mission is urgent, and it’s one we’re proud to support.

Who is DeliverFund?

DeliverFund is not your typical nonprofit. It was founded by a team of former CIA, NSA, and special operations professionals who took their counterterrorism expertise and applied it to one of the most pervasive threats within our own borders: human trafficking.

Instead of trying to respond to every case or work on the front lines, DeliverFund takes a more scalable and strategic approach. They provide real-time, actionable intelligence to law enforcement agencies across the country. That means officers and investigators on the ground have access to powerful data tools that help them identify traffickers, locate victims, and stop exploitation faster.

They’ve assisted in thousands of cases, helping law enforcement remove traffickers from communities and get survivors the help they need. It’s smart, efficient, high-impact work.

“Our collaboration with ROC significantly enhances the precision and effectiveness of our intelligence capabilities. By integrating their advanced biometric capabilities with our vast human trafficking data, we can more reliably identify traffickers and their victims across jurisdictional boundaries, which is critical for law enforcement investigations. Together, we’re creating a powerful tool for law enforcement that protects privacy while making communities safer by putting traffickers behind bars. This is about using advanced technology with the highest ethical standards to end modern slavery.”

– Nic McKinley, CEO of DeliverFund

Putting biometric technology to good use:
How ROC supports the DeliverFund mission.

We have donated our full biometric software development kit (SDK) to DeliverFund, including our advanced deduplication technology.

ROC SDK includes high-performance face recognition and video analytics technology, and the ability to deduplicate identities across large, fragmented databases. Why does this matter? Because traffickers often create fake or inconsistent identities and aliases across jurisdictions, online platforms, and even physical locations. Matching those identities correctly and consistently is a serious challenge.

With next-gen tools and tech, DeliverFund is now able to:

  • Deliver cleaner, more unified data to law enforcement
  • Reduce duplicate identities that muddy investigations
  • Help agencies connect the dots across local, state, and federal systems
  • Track suspects more reliably and recover victims more efficiently

This means officers aren’t just chasing leads, they’re acting on trusted intelligence.

“In this partnership, we’re reminded of why we built this technology in the first place: to help people. In the hands of an organization like DeliverFund, that help goes far.”

– Blake Moore, COO of ROC

Smarter data, faster outcomes: Connecting the dots with biometric identity resolution.

This partnership enhances what DeliverFund does best: empowering law enforcement to work smarter, not harder. With ROC’s biometric deduplication and cross-platform identity resolution, the information investigators receive is more accurate and more actionable.

“Human trafficking is one of the greatest human rights issues of our time. DeliverFund’s work is saving lives. We’re honored to contribute our technology to help ensure traffickers are identified and held accountable no matter where they operate or how they try to hide.”

– B. Scott Swann, CEO of ROC

Built for the mission. Proven in the field.

The ROC SDK is built to perform in high-stakes environments. Whether it’s used in a secure command center or on a mobile device in the field, our technology is fast, lightweight, and designed for real-world conditions. We engineered it to solve problems, not just scan faces.

Our biometric SDK is a modular solution used by law enforcement, government agencies, and private sector partners to enable:

  • Face recognition
  • Fingerprint matching
  • Iris recognition
  • Age estimation and liveness
  • Tactical video analytics
  • Weapon and firearm detection

Get involved.

Our collaboration with DeliverFund is just one example of how mission-driven technology can change lives. We’re honored to stand with DeliverFund and the law enforcement community in the fight against human trafficking.
