America is entering a new era of identity, security, and intelligence. Every mission — public safety, defense, digital commerce, critical infrastructure — depends on knowing who is involved, what is happening, and how to respond with speed and clarity. As these demands increase, legacy, siloed systems are yielding to modern Vision AI, creating an urgent need for leaders who understand how to modernize the nation’s identity and security infrastructure.
ROC Announces Board Appointment
To close this gap, ROC continues to bring mission-proven leaders to the table. Today, we’re proud to welcome Steven Martinez, former Executive Assistant Director of the FBI’s Science & Technology Branch, to ROC’s Board of Directors. Following this appointment, ROC’s Board now includes seven directors, four of whom are independent.
“Steve has spent his career operating at the intersection of identity, intelligence, and real-world security. His leadership at the FBI and MGM gives him an immediate understanding of the public and private sector missions our technology supports every day. We’re fortunate to have his perspective as ROC enters its next phase of growth.”
Steven Martinez brings a rare perspective on what it takes to deploy enterprise level identity systems across both U.S. federal and global business sectors. From modernizing the FBI’s forensic, biometric, and investigative systems to overseeing physical security, crisis response, and risk programs across MGM Resorts’ global portfolio, his career mirrors the cross-sector reality that ROC’s multimodal Vision AI platform is built to support.

Modernizing National-Scale Identity & Security Systems
During his tenure at the FBI, Martinez led some of the most consequential modernization efforts of the past two decades. As Executive Assistant Director, he oversaw the Laboratory Division, Operational Technology Division, and Criminal Justice Information Services — core infrastructure that underpins the nation’s biometric, forensic, and investigative capabilities.
He helped operationalize the next generation of identity systems, advance biometric innovation, and scale new technologies across thousands of agencies. His work wasn’t theoretical; it was deployed, audited, and stress-tested in the real world.
After public service, Martinez carried this operational rigor to the private sector as Head of Global Security at MGM Resorts International. There, he oversaw enterprise-wide physical security, crisis management, and risk programs across hotel, casino, and entertainment properties around the world. His experience bridges two demanding environments: government-scale identity systems and global enterprise security operations.
The Convergence of Identity and Intelligence
Public- and private-sector missions are converging. Intelligence is no longer confined to a single system or modality. Security leaders must fuse biometrics, video analytics, and digital evidence into a coherent operational picture.
This is the purpose of ROC’s multimodal Vision AI platform: to unify identity and intelligence into a single, sovereign technology stack.
“ROC’s approach to developing one platform for AI-native biometrics and video analytics meets the growing market need for a unified identity and intelligence stack. The platform represents a disruptive technology that delivers efficiency and economics across the security sphere.”
Governance for the Next Phase of Growth
Martinez joins ROC at a defining moment. The company is scaling its platform across defense, law enforcement, and global FinTech while deepening its commitment to responsible AI, security governance, and U.S. technology sovereignty.
His appointment strengthens ROC’s board with a leader who has:
- Hands-on management of high-sensitivity, national-scale systems
- Operational experience running global enterprise security programs
- Technical fluency across biometrics, forensics, and digital intelligence
- Cross-sector perspective on the interconnected nature of modern security
Martinez currently serves as an independent security consultant and Chairman of the Board at The Mob Museum, continuing his longstanding commitment to public education on law enforcement and organized crime. He holds a Master’s degree in political science from UC Berkeley and a Bachelor’s degree in government from Saint Mary’s College of California.
Building the Future of Vision AI
ROC’s mission is to make the world smarter, safer, and stronger. As identity and intelligence converge into a single operational domain, the stakes for accuracy, reliability, and transparency have never been higher. Steve Martinez’s appointment reinforces ROC’s long-term strategy of advancing a sovereign, multimodal Vision AI platform that supports the interconnected needs of modern identity and security operations.
